I am running into this issue that no matter what rates I use, SK drops for roughly 98-99% of the league and ST drops for roughly 75-80% of the league. If I chose 3 as the max gain, SK drops 3 points for nearly every skater. If I chose 10, it drops 10.

I've read that SK and ST are based off of different calculations. And I am trying to figure something out so that I can let the sim do the rerates but not drop for everyone.

Anyone have any clues?

ST and SK can't rerate based on stats in the STHS. They are based on a hard code formula that is far from perfect so that you are getting this result.
