Can't promote players from scratch

We are in our off-season and just ran our UFA. Some of the players who were won during UFA, when attempting to add them to the team that won them, they show up on the scratch list and there is an inability to promote them permanently to pro (by the GM or the commissioner).

In fact, if moved to the pro roster, when you exit the roster and come back in, the player reappears on the farm roster. In other situations, when trying to add a second player won in the UFA, both players will revert/jump back immediately to the pro scratch list.

I've tried releasing the player, running an output and re-adding them again but keep running into the same issue.

Does the players has an valid contract? Show me your website and tell me the name of some of the players.

The players needed to be cleared from waivers and once that was done, it worked.
