Fighting happening way too much

I have fighting down to 1 with the sliders yet I still get 3-4 fights per game, what is going on?

Used the Mass Edition to reduced all your players FI by 10. It'll help you. The fight slider in engine 2.0 and 2.1 is not very strong. If I put stronger impact, I get a lot of player including all-star fighting way more.
