Modify morale for Consistency?

Every league I am doesn't use morale because it's too random and the gain/loss part is weird.
Wouldn't be simpler to change it to Consistency and use it like a bit like EX and LD is used? Meaning, let's say you put 60 in there, every game it checks against it and make change to the attribute accordingly? Unless EX and LD already does that? I'm trying to see if it's possible to create a player that could theoretically have off-game once in a while or often. I know morale already does this, but as far as I know, it's too random? Unless I am mistaken.
Example: player has 60 consistency. Make a safe bubble of +10/-10. So anything below 50 is a bad roll and thus the player suffer attribute loss for that game only. Anything above 70 is a good roll, so player plays better. Anything between is normal.
