How to get skilled offensive d-men producing?

I have a team with Doughty, Vatanen, Leddy and Edler on the backend and only Vatanen has even come close to what I expect offensively (25 points in 58 games this season)...and even that is underwhelming. I have a fairly solid group of top 6 forwards. My D SHOULD be a huge part of my offence, a big strength, and yet it does not produce even close to what I expect. It's not the first year I have had this issue either.
Doughty has a horrible 18 points in 58 games. He has a PA of 82 and a SC of 72. I play him on a play on a 1st pair that has settings of 0PHY-2 DF-3OF. My team settings are generally set at 3 OF if the game is tied or if I am trailing.
I look at the highest scoring blueliners in our league (guys like Karlsson, Byfuglien, Subban, etc) and they are all on defence pair settings of 1 PHY-2DF-2OF.
It just makes no sense to me. Like, less OF and more PHY = more production from your D? Any thoughts?
