Penalty Shot

So my league isn't really a fan of the penalty shot, and for a few reasons. We have an update scale and it seems that 40 PS on 40 PS (skater and goalie, respectively) is way too random, even for a defensive defender with 40 SC. My question is whether PS is the only stat that affects your ability to score or is it a combination of PS with modifiers from PH and SC?
