I would like to know what's the purpose of this option in Pro and Farm Simulation tab.

Is it for the GM client (lines) perspective and/or for the simulation perspective (loose rating point if played off position) ?

Because if it's suppose to be on client there's no validation made on that.

It's for simulation perspective but I don't sure to understand your rest of your question.
