Sim ignores waiver settings

Hey guys,
we're in Pre-Season and I have a problem with waivers. When I take a player that is over the exemption age and put him on the farm, he is not placed on waivers. Waivers are activated in the Pro Simulation tab, the player is not a rookie. When I mass edit and set "Force Waivers" to true for everyone, he is placed on waivers, but so are players below the exemption age. I know I could work around this by mass editing based on age, but I guess I am overlooking something?
