Roster Incomplete at 19 players

Fiddling around, trying to get familiar with the STHS V2 0-9-6.
On League Options -> Team page, settings are:
Pro Roster Limits:
Max players 22
Max goalies 2
Min centres 3
Min LW 3
Min RW 3
Min D 5
My understanding is that I can now dress *up to 22* players, but can dress 16 player and still fit the bare minimum.
Once outputted, I try the Client.
Client says that my roster is incomplete with anything less than 20 players, and will not allow me to save lines.
The manual says "To have a complete roster a team must have minimum 20 healthy players on their pro roster including positional minimums which are set by the commissioner in the 'League' - 'League Options' menu. You can verify whether or not your team's roster is 'complete' in the top right hand corner of the team roster window."
Why does it allow me to set minimums, but then force 20 healthy players? In a cap world, this is difficult to manage... I have many teams that like to dress 19 or 18 players sometimes.
Does a team HAVE to play 20 players every game?
Note the Flames at the end of the 2008-2009 season dressing only 17 a few of the end games as an example.
