Is DU supposed to be related to the amount of games played or is it the amount of ice time per game?

I was forwarded a link to check out a simple ratings table on the SimHL portal website (http://www.simhl.net/ratings.html) and saw a table for Endurance. All of my prayers would be answered if EN was introduced into the sim.
