How are winners and losers determined by the sim. A GM in my league insists that is has something to do with the teams overall ratings. Any thoughts or ideas I can take back his way?

So my question then is will the sim match up the 2nd and 3rd place teams in each division or will it just rank the remaining playoffs teams 1 through 8 when the playoffs start?
