There are already a bunch of 2011 rating in the download section of the portal.
Both for Version 1 & 2 of the sim.

so if i understand right, the BRHL, NAIHL and the SIMHL are the only ones doing Ratings ? or am i missing a spot where their all there

The BRHL ones are pay to use and i believe have now been released.
For version 2 of the sim we have the NAIHL, & SIMHL.

Though i remember seeing another set on the forums, but can't remember if they were for Version 1 or 2.
Usually when a set is released they send it to Simon to add to the downloads.
