programming a new site. I currently have a site just using html and would like to make a new php site. or if its easiest just do a couple add ons that i want for my site viw php.

Well If you simply wish a PHP website already made which you can then, from their, tweak on your own while keeping the basic setup the same go for the WEB PORTAL. Its easily customizable and technically ready to go from the start.
