Complaint Form not Emailing

I could use some help in the STHS Portal I have. From what I understand, PHP doesn't do local or remote mail() where authentication is required and my local email on domain requires authentication.

Can anyone help me with the portal adjustments to make the Complaint Form work?

Update: I've emailed my webhost company and the portal creator for assistance. So far, according to the webhost, I can use PHP mail() scripting to send emails from local domain email addresses @simhockeyleague.com. I don't know how to fix the complaint.php file so that this actually happens though.
