2011 Ratings Help

This may have been asked before but I can't seem to find it on the forum. Been given the challenge of rating the 2011 NHL draft class(90 players). Looked through stats and read what I can but what is the best way to go about assigning proper ratings? Is there a scale of some sort? Some type of baseline? Any type of help would be huge and greatly appreciated! :D
