Engine 2.1 and high PIMs

Well I have a player sim league and we like engine 2.1 over 2.0 just because it is much more consistent. Only problem we are having is every practice sim we are having the PIM leaders with over 600 a season even with the fighting slider on 1 and penalty slider on 1. ANyway to fix this?
