newest version problem

I updated to 3.2.9 from 3.2.6 and my pc won't allow me to open it.
the older version still works. something in your announcement of the version said about replacing the .dll file. can you please explain to me the process or is it automatic
I was running windows 7 and moved to 10.
not sure why other versions run but not newest
