Off-season re rates question

How does the sim rerate players? How much does it make players go up/down and what is it based on? Age? Stats?
I have max re rate change set at 5. Is that too high or too low?

Note #1 : The function rerate for the players is based on the statistics of a player versus the statistics general of the other players to his position in the league and according to the Potential rating of the player.

Note #2 : It is highly possible that a player with a high potential decreases in rating if its statistics are horrible.

Note #3 : If a player played more games in the farm than in the pro, the function uses the general statistics of the farm.
