I have a full farm team 30 players so not everyone can play the ones that dont will they go down if they arent playing or just stay the same.

In the farm, if they don't play, it's stay the same.
In the pro, if they don't play, their morale shrink.

Is it possible not to have the morale on it seems in the league everyone ones at high 70s in morale even the teams that are 3-9.Can I assume that end of the season rerates the ones that dont play just stay the same or will the youngers one still go up.

I don't understand the right question. If a player doesn't play AT ALL in a season, he's not rerate.
