Goalie penalty question

When a goalie gets a penalty and a player has to serve it, how does the sim choose which player that will be?

V1.1.11
Less than 1% of americans can speak french
More than 70% of canadians can speak english

The player with the highest FG on ice at the current time is always choose by the coach.
