Team Popularity

Two things: Has the Team Popularity option disappeared in the 2.3.1. version of STHS? And is Team Popularity "fixed" by the commissioner of does it fluctuate throughout the season when activated ?

I'm looking to have annual modifications to our teams, based on "home criteria" for team performances (Ups for playoff teams, Downs for non-playoff teams, etc).

The option is still available Under the Finance Windows.

Thanks. Never used it before, will be doing so starting this season.
But will it fluctuate throughout the season or will I (the commissioner) be to assign values ?

I'm curious to know other league experiences with this function. I'm considering using it myself. I know of a league or two who have used it with positive results, but it definitely involves some playing around with.
