2.3.2 - Minimum Players per Team Limit Not Reached

When I go to output the league file I get an error message for several teams that says "Minimum Players per Team Limit Not Reached For...". I get the same message for those same teams when double-clicking the team names.

In League #3 Tab my settings for "Minimum Players Per Team" is 35 players.
Each team that I am getting the error message for has exactly 35 players, all under contract.
