2.3.1 - Free Agents Offers in CSV

Little bug here in the output of the Free Agents offers in CSV in the automatic free agent section.

When outputing, the Comment section should be outputed with quotes to avoid a jump line inserted or a comma because GM can write whatever they want in this section and if the text contains a comma or a change of line with <enter> the output is a little messed up. Output the contains of that column into quotes should resolve this.
