how do you increase pp goals but decrease 5 on 5

I am trying all I can to increase the amount of pp goals scored while limiting the amount of 5 on 5 goals. I have tried goals on 1 and powerplay all the way to 100 but I just can't get them to score on the PP more often. This is with 2.1

What methods can I try. I want to keep scoring as low as possible but make pp matter more. Right now 5 on 5 is the key. My 50 goal scorers in my test get anywhere from 3 - 10 pp goals. What could I do to change this? If you would like the league file I can send it.

When ever I increase the powerplay slider there are more goals being scored but the 5 on 5 stays the same ... even if I have the slider on 1.

Sadly, there is nothing else to do that you already did.

why do you think this could be happening?

I am trying to add in more fatigue so the stars or best players on the team can't play in all situations but I still get the problem that in 64 games players are getting over a 100 points. I will keep tweaking. any other advice?

If you want your players to played less, lower their EN setting.
