This is a question only SimonT can answer:
It's something we've wondered in our league...
Is the OV factored in anyway shape or form in the coding of the sim?
Basically what I mean by that is this: There is a belief by some in our league that there are ranges for players OV's set on particular lines and if they are above or below where they should be (in the lineup), then they won't be as effective.
Or is OV SIMPLY an indicator of a player's overall worth and nothing more?

OV relates only to the Auto Roster and Auto Lines functions as the Sim uses the OV to sort and place players. Thus, in leagues where managers use the Auto-features, it becomes vital to have well configured OV-formulas.
Other than that, OV has no importance what so ever.
